This lawsuit seeks justice and accountability for the persistent racial discrimination, harassment, and retaliation endured by Plaintiffs Karellen and Renee Stephens, Black activists in Portland, Oregon. For years, they have fought to expose government negligence in the abuse case of their daughter, Qadira, and to confront systemic racism within the City of Portland and its institutions. In response, city officials, the Portland Police Bureau, and the Multnomah Village Business Association, among others, have engaged in a coordinated effort to suppress their voices, infringe on their First Amendment rights, and deny them equal treatment as members of the community.
The lawsuit exposes how the Plaintiffs were selectively targeted with baseless charges, disparaging public statements, and discriminatory enforcement of noise ordinances — tactics intended to intimidate, discredit, and isolate them. This case highlights the use of defamation, abuse of process, and malicious prosecution to silence Black voices advocating for justice and equal rights in Portland. Through this legal action, the Plaintiffs seek to hold these entities accountable, secure fair treatment, and deter future abuses against individuals courageously speaking out against injustice.
